Governance / Outcomes

Governance measured in outcomes, not announcements.

A credible programme begins with a baseline that shows what people can access, where delivery breaks, and what must change.

Explore the framework

Progress becomes visible one indicator at a time.

Each structure activates only when a defined metric moves beyond its baseline.

Scroll through the indicators

Inspect the change, not just the headline.

The camera holds on one indicator while source, period, baseline, and trend stay attached to the evidence.

Values shown in the 3D panel are illustrative.

Transformation is credible when the evidence holds.

NBMC helps institutions define the baseline, monitor delivery, and verify outcomes without partisan attribution.

OUTCOME VALUES / ILLUSTRATIVE · METHOD / ENGAGEMENT-SPECIFIC

Our governance framework turns intent into verifiable change.

Each engagement starts by defining what can be measured, who owns the evidence, and how reported movement will be tested.

01

Baseline Assessment

Establish a defensible starting point using administrative data, field evidence, service access, and citizen experience.

02

Policy Design

Translate the baseline into measurable priorities, operating indicators, and an implementation sequence.

03

Implementation Monitoring

Track delivery rhythm, bottlenecks, geography, and responsible teams while intervention is still possible.

04

Impact Verification

Test reported progress against defined methods, source records, and independent or field-level evidence.

Different sectors. One evidence discipline.

Indicator design changes by sector; the standard for source clarity and verification does not.

A district cluster moves from fragmented reporting to one verified delivery picture.

This illustrative example demonstrates how a governance review could be structured. It does not represent a real NBMC engagement or government performance record.

Synthetic demonstration data. Replace with verified source records before publication.

Measurement that can survive scrutiny.

Methodology is agreed before the result is known. That protects both the programme team and the people the programme is meant to serve.

Read the NBMC method
01How is impact distinguished from activity?

Activity measures what a programme did—funds released, assets created, people enrolled. Impact measurement tests whether conditions changed for the intended population and whether that change can be supported by evidence.

02Which data sources can be used?

The source plan can combine official administrative systems, scheme dashboards, audit records, Census or survey data, field verification, and citizen feedback. Every indicator should retain its source, period, method, and limitations.

03Can NBMC independently verify reported progress?

The scope can include sample-based verification, document review, beneficiary contact, site inspection, and reconciliation against published or administrative records. Independence requirements should be agreed before work begins.

04Are the figures on this page real outcomes?

No. Every numerical result shown on this page is illustrative interface data created to demonstrate the measurement model. It must be replaced by verified, engagement-specific data before external reporting.
